During the reign of the Mengwi Kingdom, the Ketewel region was under the leadership of Gusti Agung Maruta, a king known for his wisdom and deep devotion to God. He regularly conducted various religious ceremonies at Pura Payogan Agung, including the Panca Walikrama ceremony mentioned in the Raja Purana. Under his leadership, life in Ketewel was peaceful and prosperous, creating a harmonious and serene atmosphere.

As an expression of his deep devotion to the deities of the temple, Gusti Agung Maruta received a divine message to build two sacred Meru: the Meru Tumpang 9 and the Meru Tumpang 5. The Meru Tumpang 9 was erected as a holy place for Ida Bhatara Hyang Giri Jagat Natha, a symbol representing prosperity and protection for humanity. The consecration ceremony, Panunggalan Ardha Nareswari, on the Purnamaning Kapat marked the temple anniversary at Pura Agung Giri Jagat Natha, further strengthening the bond between the people and their spirituality.

However, after the passing of Gusti Agung Maruta, who left no descendants, leadership passed to Gusti Agung Ayun. Unfortunately, Gusti Agung Ayun had a different character and did not perform the expected religious ceremonies. His lack of devotion led to disasters that had negative impacts, including the collapse of the previously built merus. During this period, many disease outbreaks occurred, and the people’s lives began to be affected by hardships.

Gusti Agung Ayun eventually passed away in 1626 Çaka. Afterward, the leadership of Ketewel was taken over by Ida Dewa Agung Made Karna, known as Ida Dewa Agung Anom Karna. He was a devout figure who often meditated at Pura Payogan Agung, striving to get closer to God. In his meditation, he received a divine message from Ida Hyang Pasupati to rebuild the fallen Meru, demonstrating his resolve to restore the well-being of the people.

The shrines built by Ida Dewa Agung Anom Karna included:

- Sanggar Agung Rong at Pura Payogan Agung, a place for Hyang Brahma Rsi Siwa Buddha, which became a center for worship and meditation.

- Meru Tumpang 9 as the shrine for Ida Bhatara Hyang Giri Jagat Natha, once again symbolizing hope for the people.

- Meru Tumpang 5 for Ida Bhatara Hyang Putra Jaya, also known as Ida Bhatara Batumadeg, symbolizing protection for the community.

- Another Meru Tumpang 5 for Hyang Masuci Giri Suci.

After completing the construction of The Meru, Ida Dewa Agung Anom Karna held the Panca Walikrama ceremony. This ceremony brought peace and prosperity back to the people of Ketewel, ending difficult times and ensuring that there were no more child deaths. Life in Ketewel returned to calm, with the community grateful for the renewed strong connection between themselves and their spirituality.

Pura Jagatnatha features traditional Balinese architecture that reflects spiritual and philosophical values in every element of its structure. Besides the Meru, there is a Bale Piasan in the Utama Mandala area, used as a preparation area for offerings. Intricate Balinese carvings adorn various parts of the temple, such as pillars and altars, showcasing the beauty of traditional Balinese carving art. The temple grounds are also enriched with trees, such as the frangipani. The overall architecture of Pura Jagatnatha reveals the Hindu-Balinese philosophy focused on balance among humans, nature, and the gods.
