Historically, Goa Garba served as a "Pasraman" (a school or learning place). For the children of kings and was also the testing ground for Kebo Taruna or Kebo Iwa before being appointed as the Mahapatih of the Bedahulu Kingdom. Goa Garba was established during the reign of King Jayapangus and was built around the 12th century AD, as evidenced by inscriptions found at Pura Pengukur-ukuran located just above Goa Garba. The cave spans only 200 square meters.
Goa Garba is situated beneath Pura Agung Pengukur-ukuran. It serves as a meditation chamber, carved by the nails of Mahapatih Kebo Taruna or Kebo Iwa into the walls overlooking the Pakerisan River gorge. To reach the mouth of Goa Garba, one must descend through an intricately arranged stone stairway. Midway down the stairs, visitors can find what is believed to be the footprint of Kebo Taruna or Kebo Iwa.

In addition to being a tourist attraction, Goa Garba is now used for nuwur tirta (purification rituals) ahead of the piodalan kahyangan tiga, and the community frequently visits to perform prayers and meditation. After meditating, visitors often partake in pengelukatan, a ritual for self-purification in the Pakerisan River, which is believed to bring positive energy.
Goa Garba is located about 30 km from Denpasar. It can be reached in approximately one hour of pleasant travel.
